Community Action Partnership of San Bernardino County assistance programs
Most of the resources offered by the Community Action Partnership of San Bernardino County are focused on improving a families qualify of life, providing self-sufficiency, and stability services. However the non-profit may also have some short term emergency financial assistance for residents or can refer individuals to local programs.
So a wide range of services and resources are offered to low income San Bernardino County families. The Family Development Program is a leading service for self-sufficiency. It is for low income, working poor, and income qualified individuals. What is offered as part of FDP is the Passport Case Management Program.
This can assist low-income clients. They will be assigned a case manager to work with and together they will come up with both short and long term goals that will ideally lead to economic independence and self-sufficiency.

Throughout this process, case workers will go over with the clients their strengths, address any weaknesses or barriers, and offer other support. They will also provide clients with information and referrals to local San Bernardino County resources for job and vocational training, education, and career counseling.

can be offered as well. This includes clothing and shelter. Other supportive services include Transportation Assistance, Free Food, Housing and Rental Assistance, or free Clothing/Hygiene Item. All of these resources are very limited. Food vouchers
may be issued by CAPSBC. This is only for an emergency, and the applicant needs to have proof for the Community Action Partnership. Some examples can be loss of job, denial for CalFree or TANF, unexpected medical crisis, or similar items. Each application is reviewed case by case. food bank in the area, and they work with many partner organizations as indicated below. Tens of thousands of hungry families use the pantries every month. They work with churches, schools, senior centers, and San Bernardino County soup kitchens. Most of the food items are provided from the United States Department of Agriculture and are part of the USDA commodities.
Other groceries may come from salvaged food from supermarkets or donations. Some holiday meals, including hams and turkeys, may be served or organized too. Asset Building programs include the Individual Development Accounts, or matched savings accounts, as well as the Volunteer Income Tax Assistance - VITA program.
These two offerings will help people save money, build assets, increase their income and get their taxes income filed for free. CAPSBC works with local non-profits as well as workforce centers. , which can be signed up for and will serve as matched savings accounts. They can enable low-income and working poor families to save money, build up their total asset levels, and otherwise enter the financial mainstream. Matching grants and funds may be issued by the state and non-profit community action agency as well.
The money can be used for Buying a Home, Post-secondary Education, and Starting or Expanding a Business. In addition to the matching funds, participants will be required to attend workshops, including budgeting credit repair, and other financial literacy classes. Immigrants, the disabled, and Spanish speakers
can all get help from the Community Action Partnership of San Bernardino County. Clients can get free advice, including referrals, if and when needed. Free gasoline cards or bus passes may be offered as part of the transportation assistance . This will be for local travel in San Bernardino and be used for activities such as job search, doctor appointments, or a ride to an interview. Some assistance may also be offered to clients to help them obtain a California Identification Card.
The need for housing
Soup kitchens
, rent, and mortgage assistance is always very high in southern California and San Bernardino County. The Community Action Partnership may have some funds to help with this need. Rental and/or mortgage assistance can be offered for those facing foreclosure or eviction. Assistance towards paying security deposits or move-in cost may also be available. The funding is very limited and the amounts available can literally change each day. A number of restrictions and conditions apply.
Eviction prevention counseling and assistance may be available for people that are not in section 8 or government subsidized housing, applicants can be more than 30 days late on their current rent, and also keep in mind that late or legal fees or deposits are not paid by Community Action Partnership Agency.
Funds for deposits or first month rent are only offered for permanent housing. It is not offered for section 8 or if the applicant doesn’t have a lease. Also, a meeting with a specialist/case manager is needed, and there are other restrictions in place too. Another condition is that the client must attend rental assistance orientation and also participate in Springboard financial management workshops.
Motel vouchers are even less common and are passed out as a one off on a case by case basis. Some conditions include the clients must show denial notice of action for homeless assistance or temporary shelter from the San Bernardino County Transitional Assistance Division (TAD).
It will only last up to a week, and proof a medical condition is needed if that is the reason someone is requesting a motel voucher. The San Bernardino Transitional Housing program is known as the Obershaw House.
It can provide short term but affordable housing for families as they make the transition from current homelessness to stability. People who use the center will also partner with a CAPSBC case manager to work towards self-sufficiency and a permanent home. The
